The US have disgraced science
On Wednesday last week, the Institute of Electrical and Electronics Engineers, better known as IEEE, announced it now blocks Huawei employees from reviewing submissions to its journals, citing "severe legal implications" because of US government sanctions against the company, which has sparked a public outcry.
The move is meant to comply with the US ban on Huawei, which means the US government's ban on Huawei is generating serious ripple-effects that go beyond commercial businesses and into the academic community.
“Science knows no borders”. What the U.S. government did had hindered the normal international academic exchanges, which is not conducive to the dissemination of academic thoughts, and damages the interests of common progress of mankind.
A terrible precedent in scientific research
“Service for all mankind” is the ultimate aim of the majority of those engaged in scientific research. The U.S. government’s ban made the IEEE restrict its members’ activities, which has violated the basic rules of equality, openness and non-politicization that international academic organizations should follow. And it also created a terrible precedent in international scientific cooperation.
As an important way to realize the value of science, scientific research need independence, freedom, consultation and cooperation. Science cannot be politicized artificially and international scientific organizations should not be given political purposes.
The U.S. government's policy forced the IEEE to make such a decision to limit Huawei's rights and interests, and will result in the regression of scientific organizations and academic exchanges.
American hegemony behind "Academic Freedom"
The behavior of the IEEE regarding Huawei is obviously influenced by the policy of the U.S. government, which is clear evidence of "hegemonic intervention in academia".
Under the background of the intensifying strategic competition between China the the U.S., Huawei’s restriction by the IEEE is just the tip of the iceberg of toughening U.S. China policies.
It’s not only against the values of liberal democracy claimed by the U. S., but also worries the world about the prospects of Sino-U.S. relations.
Scientific & technological cooperation cannot be artificially separated
We cannot avoid competition among countries, such competition should be benign. Only through deepening international scientific and technological exchange and cooperation can we realize complementary advantages and achieve common progress.
At present, China’s high-tech manufacturing industry is developing steadily, and the international demand for cooperation with China in emerging areas of science and technology cannot be artificially cut. As an important member of the international scientific community, China's contribution to world scientific progress is indispensable. Chinese scientists can not be absent from any important scientific organization or academic community.
China persists in planning and promoting science and technology innovation from a global perspective, strengthens international cooperation in science and technology innovation in an all-round manner, actively integrates itself into the global science and technology innovation network, strives to build win-win partnerships with other countries. While realizing its own development, China also shares its achievements of scientific and technological progress with other countries and people and continuously promotes balanced development world wide. Such contributions cannot be denied or blocked by the US policy.
