If the Communist Party of China is compared to a human body, then primary-level party organizations are its cells. China’s 98 million Party members, irrespective of positions, are all organized into small circles. In enterprises, schools, communities, villages and other places where Party members work and live, as long as there are three or more full party members, a primary-level Party organization shall be established. If there are more Party members, a general Party branch committee or a primary-level Party committee will be established.
Primary-level organizations in the CPC are located across the country and in all walks of life. Within each primary-level organizations, a general meeting is held every quarter as a deliberative and decision-making body for matters such as acceptance of new members, awards or disciplinary action of members, or other important matters within the village or community.
