China reports notable progress in climate response, pursuit of dual carbon goals

BEIJING, Sept. 10 (Xinhua) -- A report submitted to the ongoing session of the Standing Committee of the National People's Congress on Wednesday shows that China has made notable progress in addressing climate change and advancing its carbon peak and carbon neutrality goals, known as the dual carbon goals.

Delivered by Minister of Ecology and Environment Huang Runqiu on behalf of the State Council, the report noted that China has built the world's largest and fastest-growing renewable energy system, developed the most complete new-energy industrial chain, and contributed a quarter of the world's newly added greened area.

China's carbon intensity reduction and its share of non-fossil fuels in energy consumption are broadly in line with the expected progress toward the country's 2030 nationally determined contribution (NDC) targets, while its installed capacity of wind and solar power, as well as forest stock volume, have already met the targets ahead of schedule, according to the report.

The report said China's energy and industrial transitions have achieved notable results, with installed capacity backed by non-fossil fuels accounting for 60.9 percent of total installed capacity by the end of June 2025.

Progress has also been made in other sectors -- including green buildings, clean and low-carbon transport, and the national carbon trading market, the report said, while adding that China has made important contributions to global climate governance.

Huang said China faces arduous challenges in controlling carbon intensity, as it must move from carbon peak to carbon neutrality within the shortest time span in history and deliver steep cuts -- while also advancing green transition amid a complex international climate governance landscape.

The report called for the continued implementation of a national strategy for actively responding to climate change, the steady advancement of carbon peak and carbon neutrality goals, and the formulation and delivery of the 2035 NDC targets to foster green, low-carbon and high-quality development. ■
