Hamas urges int'l community to halt Israeli violations in Gaza

GAZA, Jan. 20 (Xinhua) -- Hamas on Tuesday urged the international community to take effective action to compel Israel to immediately and fully halt what it described as ongoing violations of the ceasefire agreement in the Gaza Strip.

The call was made in a political memorandum submitted by Hamas to mediators Egypt, Qatar and Türkiye, as well as guarantor parties and international organizations, marking 100 days since the ceasefire agreement came into effect on Oct. 10, 2025.

According to the memorandum, Hamas reaffirmed its full commitment to the agreement, describing it as a binding framework aimed at "stopping bloodshed, rather than serving as political cover for continuing aggression or reproducing policies of genocide."

Since the ceasefire took effect, 483 Palestinians have been killed in Gaza, including 169 children, 64 women, 191 civilian men and 39 members of Palestinian factions, the memorandum said. It added that 96.3 percent of those killed were in areas designated as protected under the ceasefire agreement.

The memorandum said that Israel had committed 1,298 violations of the agreement, including 428 incidents of direct gunfire, 66 incursions by military vehicles into ceasefire zones, and 604 cases of air and artillery strikes on populated civilian areas.

It also accused Israel of strangling Gaza's health sector by blocking vital medical supplies and reconstruction materials, and of failing to allow the agreed flow of humanitarian aid while manipulating the number of aid trucks entering Gaza.

Hamas called for fulfilling the first phase of the agreement and immediately proceeding to the second phase, which includes a complete withdrawal from Gaza.

It stressed the need to compel Israel to adhere to the agreed withdrawal lines, and called for the establishment of a neutral, on-the-ground international monitoring mechanism for the ceasefire and the delivery of aid.

The memorandum also demanded 600 daily aid trucks, including 50 with fuel, under international supervision, along with unrestricted UN operations. It further called for pressure on Israel to immediately open the Rafah crossing for the entry of medical supplies, shelter materials, and construction equipment needed for reconstruction.

Hamas also demanded pressure on Israel to reveal the fate of all detainees, release women and children, and return the bodies held.

A 15-member Palestinian technocratic committee, formed to temporarily administer post-war Gaza, officially began its work in Cairo on Friday.

On Tuesday, Israeli newspaper Haaretz reported that Israel is blocking the committee's entry into Gaza, leaving the group unaware of when or how it will begin its work on the ground. ■
