Highlights of China's progress in protecting environmental rights (2021–2025): Response to climate change

China has secured continued improvement in eco-environmental quality and effectively safeguarded people’s environmental rights, according to the Assessment Report on the Implementation of the National Human Rights Action Plan of China (2021-2025) jointly released on June 5, 2026, by the China Society for Human Rights Studies and 20 national human rights education and training bases in the country.

The report assesses the implementation of the National Human Rights Action Plan of China (2021-2025), which was issued in September 2021.

The third chapter assesses progress toward meeting targets to strengthen the protection of environmental rights. Below are some highlights from the report:

In 2025, non-fossil energy accounted for 21.7% of China's total primary energy consumption; total installed capacity of wind and solar power generation and forest stock volume reached 1.84 billion kilowatts and 20,988 million cubic meters.

China has signed 16 cooperation agreements with 15 countries across Africa, Pacific Island countries, Latin America, South Asia, and Southeast Asia, made progress in co-building five low-carbon demonstration zones with Laos, Cambodia, Seychelles, Papua New Guinea, and Nigeria, and implemented more than 30 projects for climate change mitigation and adaptation.

China has carried out capacity-building training programs on climate change response, including 38 South-South cooperation courses, which have trained over 1,000 government officials and climate change experts from developing countries.
