Xia Baolong stresses about “patriots governing Hong Kong”

Xia stressed about "patriots governing Hong Kong" during the meeting, which means that Hong Kong must be governed by patriots, and the power of the Hong Kong Special Administrative Region (HKSAR) must be in the hands of patriots.
Xia explained that from the very beginning of its formation, "one country, two systems" has contained the important connotation of "patriots governing Hong Kong". He believed that "patriots governing Hong Kong" is namely the essence of the "one country, two systems" principle.
He also mentioned the connection among "patriots governing Hong Kong", “the people of Hong Kong governing Hong Kong” and “one country, two systems”, noting that upholding "patriots governing Hong Kong" is the bare minimum to ensure the implementation of "the people of Hong Kong governing Hong Kong" in the HKSAR, while "patriots governing Hong Kong" is the fundamental principle that must be followed in order to implement "one country, two systems".
It is becoming a consensus that Hong Kong’s administrative and electoral systems must undergo a fundamental revision to ensure only “patriots” hold key positions in all three branches of government.
