The United States formally submitted its notification of withdrawal from the WHO to United Nations secretary-general Antonio Guterres in July 2020. U.S. President Joe Biden reversed the U.S. process of withdrawing from the WHO, hours after being sworn in as the 46th president of the United States. The United States recklessly trampled on international rules amid COVID-19, becoming the biggest troublemaker to global security and stability, according to the Report on Human Rights Violations in the United States in 2020, which was released by China's State Council Information Office on Wednesday.
