The Third Plenary Session of the 11th Central Committee of the Communist Party of China (CPC) was held in Beijing from December 18 to 22, 1978.

The meeting was held just after China went through a decade of turmoil when social development was seriously hampered. The meeting made the decision to shift the priority of the Party and the country to economic construction. It proposed the task of reform and opening up and produced the central leadership with Deng Xiaoping at its core.

The Third Plenary Session of the Eleventh Central Committee was a great turnaround with far-reaching significance for the CPC. The reform and opening-up implemented after this meeting have transformed China from a near fully-closed state into one that integrates with world economy, and China has since developed foreign trade on all fronts established trade relations with most countries and regions in the world the European Union, the United States, ASEAN, Japan, BRICS countries, etc have later become China’s major trading partners.
